Problem) SharePoint 2013 workflow  dose not send tasks email on  creating a new item in list or library in share point designer /out of box.

Solution)  Check for share point services that are running on you farm servers .
Go to services and check for share point Timer services .check for status of the service if its blank or stopped then start the service by right clicking it or when you click on the service on top bar you will find start ion . also check for workflow manager if it is stopped or not started start it .
if it is turned off ,start the services and you task mails should go through now .
