Problem) How to start a service ON SHAREPOINT 2013 farm ?

Solution)   Log on to your farm server and go to start and type services and you will find gear icon and click on that to open services and you can search for services in there and you can look at its status column for service started or stopped or never started .To start the service right click and start or user top  bar to start the service by selecting the service below.
