Problem) SharePoint list/ document Library Workflow Dose not start on new document uploaded.
Solution)
Make sure that you are not logged into your SharePoint site using system account .That will not start the workflow you have to manually got to workflow settings and start it .
Try logging in as a user and check if the workflow start on creating a new document .
